NGT raises concern over COVID-19 bio-medical waste disposal

New Delhi, (Samajweekly) The National Green Tribunal (NGT) has urged the State Pollution Control Board and Pollution Control Committee to put in serious efforts to mitigate possible risk of unscientific disposal of the bio-medical waste arising out of the handling of the COVID-19 disease.
A bench headed by Chairperson Justice Adarsh Kumar Goel, on Tuesday, raked up the issue of gaps in compliance of the Bio Medical Waste Management Rules, 2016 which are applicable to the disposal of the bio-medical waste generated out of handling a viral disease.
“The State PCBS/PCCS have to make serious efforts to bridge the gap to mitigate possible risk in terms of unscientific disposal of bio-medical waste and enforce rule of law,” the bench also comprising Justice S.P Wangdi and Nagin Nanda stated.
The tribunal also perused the guidelines for ‘Handling, Treatment and Disposal of Waste Generated during Treatment, Diagnosis, Quarantine of COVID-19 Patients’ issued by the Central Pollution Control Board (CPCB) recently.
It expressed the need for revision of the guidelines so that all aspects of scientific disposal of liquid and solid waste management are taken care of not only at institution level but also at individual levels, such as manner of disposal of used Personal Protection Equipment (PPE), used bags, gloves, goggles, without the same getting mixed with other municipal solid waste causing contamination.
The bench also expressed the need to review the effectiveness of the monitoring mechanism, including securing information by way of electronic manifest system from the handlers of such waste and its online reporting by the State PCBS or PCCS by developing necessary software.
New Delhi, An Indo-Dutch collaboration on successfully treating waste water on a stretch of the Barapullah Drain to make it fit for non-drinking purposes, saw King Willem Alexander and Queen Maxima of The Netherlands visit the project site in the national capital on Monday.
The visit began with a presentation on the success of the “Local Treatment of Urban Sewage Streams for Healthy Reuse) (LOTUSHR) phase one project, and sharing of the plan for the second phase of LOTUSHR.
This was followed by a series of presentations and demonstrations by young professionals on how various approaches and technologies for water treatment could help LOTUSHR phase two.
The presentations included four solutions to the challenge of “Design a Water experience center” organised by the Dutch Wetskills foundation and commissioned by the Netherlands Enterprise Agency, the Netherlands embassy and BIRAC from India. The visit ended with the launch of LOTUSHR phase by The King and The Queen.

Tokyo, (Samajweekly) Chemotherapy combined with the drug “rituximab” coupled with the treatment for secondary Central Nervous System (CNS) problem has shown promising results for patients suffering from a rare subtype of Lymphoma, also known as blood cancer, said a study.
Lymphoma is a type of blood cancer that develops from lymphocytes (a type of white blood cell). It has many subtypes. According to the study published in the journal ‘Lancet Oncology’, there is no effective treatment for the rare disease.
The disease tends to affect the elderly, for whom standard high-dose chemotherapy may have serious side-effects, and the patients are at a high risk of developing subsequent CNS disorders even with treatment.
A novel treatment protocol with fewer side-effects and which also tackles secondary CNS involvement is needed, and this is exactly what a group of scientists, led by researchers from Nagoya University and Mie University in Japan, attempted to test in a new clinical trial.
A previous “retrospective” study involving the analysis of medical records of patients who had undergone standard chemotherapy combined with the drug “rituximab” showed that this line of treatment is more promising than standard treatment alone, but it does not solve the problem of secondary CNS involvement.
“We considered that rituximab-containing chemotherapies combined with treatment for the secondary CNS problems could lead to further improvement in the clinical outcome,” said study researcher Kazuyuki Shimada from Nagoya University.
With this consideration, the research team conducted a Phase 2 multicentre clinical trial, where they administered their proposed treatment to 38 enrolled patients (aged 20 to 79 years and without CNS disorders at the time of cancer diagnosis) and monitored their conditions over the long term.

The three hotels — the Ginger, Vivek Vihar and two 5 star hotels, Leela Ambience and Park Plaza — have been kept at the disposal of Rajiv Gandhi Super Specialty Hospital which will oversee treatment of infected officials.
The Delhi government has appointed a State Nodal Welfare Officer
to facilitate the treatment of COVID-19 positive officers and officials of government of NCT of Delhi, autonomous bodies, corporations and local bodies and their family members.
“The treatment of COVID-19 positive officers/officials of government of NCT of Delhi, autonomous bodies, corporations & local bodies and their family members shall be exclusively provided at these hotels while serious patients could be shifted to the main hospital area,” said a Delhi government order.
Indian-origin researcher turns banana plant into packaging material

Sydney, An Indian-origin researcher-led team at the University of New South Wales (UNSW) on Friday announced it has discovered a novel way to turn banana plantation waste into packaging material that is not only biodegradable but also recyclable.
Associate Professor Jayashree Arcot and Professor Martina Stenzel looked at ways to convert agricultural waste into something that could value-add to the industry it came from, while potentially solving problems for another.
“What makes the banana growing business particularly wasteful compared to other fruit crops is the fact that the plant dies after each harvest,” Arcot from UNSW School of Chemical Engineering, said in a statement.
“We were particularly interested in the pseudostems – basically the layered, fleshy trunk of the plant which is cut down after each harvest and mostly discarded on the field. Some of it is used for textiles, some as compost, but other than that, it’s a huge waste,” she added.
According to Arcot, banana growing industry produces large amounts of organic waste, with only 12 per cent of the plant being used (the fruit) while the rest is discarded after harvest.
New Delhi, The Bharatiya Janata Party (BJP) on Sunday targetted Delhi Chief Minister Arvind Kejriwal over a study holding that supplied water is not good for drinking as it failed to meet the quality parameters.
Delhi BJP chief Manoj Tiwari said that all samples of supply water of the national capital failed to clear the test conducted by Bureau of Indian Standards (BIS).
According to a report done by BIS, Delhi’s water is the worst among 21 big cities.
“Delhi has been converted into a gas chamber. Poisonous water has been supplied to the people of the national capital. Kejriwal has turned havoc for the people of the Delhi,” Tiwari said in a statement.
Cautioning Kejriwal against doing politics with drinking water because it is related to the life of peopl, he claimed that people are suffering from various disease due to drinking poisonous water and announced that party workers will hold a demonstration on Monday against unsafe drinking water by holding placards at 400 places in Delhi.

New Delhi, Releasing a study on quality of piped drinking water being supplied in 21 cities across the country, Union Minister for Consumer Affairs, Food and Public Distribution Ram Vilas Paswan said on Saturday that in Delhi and 13 state capitals, tap water is “undrinkable”.
The only metropolitan city where people can drink tap water safely is Mumbai as all its samples complied with Indian standards, the minister said.
“Samples were taken from 11 places in Delhi. All the samples have failed, But all samples of Mumbai are clear. Tap water of Mumbai is drinkable,” said the Minister.
“None of the samples drawn from 13 of the state capitals — Chandigarh, Thiruvananthapuram, Patna, Bhopal, Guwahati, Bengaluru, Gandhi Nagar, Lucknow, Jammu, Jaipur, Dehradun, Chennai and Kolkata — complied with the requirements of the Indian Standard,” said Paswan.
The minister said he has written to state governments asking them to clarify what help his government can provide to make tap water drinkable. “People should get pure water from the tap. There should be no water that causes diseases,” he said.

New Delhi, Chief Minister Arvind Kejriwal on Monday rejected the Centre’s report on water quality in Delhi which claims it is “unsafe” and said a city’s water quality cannot be declared as good or bad with just 11 samples.
Union Minister Ram Vilas Paswan had last week said that the capital’s water is unsafe.
Citing the Union Jal Shakti Minister Gajendra Singh Shekhawat, Kejriwal said: “On September 26, Shekhawat said that Delhi’s water quality is better than European standards. From 20 locations in Delhi, the Union Water Ministry collected samples to come to this conclusion. All were better than European standards. These are his words, not mine.”
Kejriwal also recalled that the Union Water Minister’s statement came a day after Shekhawat’s cabinet colleague Ram Vilas Paswan had raised questions about the potability of tap water in Delhi.
Heavy inflows raise water level in Karnataka’s Almatti dam

Bengaluru,(Samajweekly) Heavy rains in the Krishna river’s catchment area in neighbouring Maharashtra led to heavy inflows into north Karnataka, raising water level in the Almatti dam in Vijayapura district, an official said on Monday.
“The Nisarga cyclone and an active southwest monsoon since the first week of this month led to incessant rains in the catchment area of the Krishna river and their inflows raising the water level into the Almatti dam,” an official of the state Water Resources Department told IANS.
Though monsoon rains are yet to reach the state’s northern region, the heavy inflows from across the state led to around 16 thousand million cubic feet (tmcft) of water collecting in the dam during the last 5 days, with 5.4 tmcft of it on Sunday.
“The heavy inflows during the first month of the monsoon season augurs well as they reached 513.40 metres by Sunday and will enable it to reach its maximum level of 519.60 metres by September when rains recede,” said the official.
Named after late Prime Minister Lal Bahadur Shastri, the Almatti dam in the lower riparian region is the lifeline for 5-6 districts in the state’s north, as hydro power is generated and its water is used for irrigating agri fields and drinking purpose.
As the main reservoir of the upper Krishna irrigation project, the dam stores water to generate 290 MW power for the state electric grid. Water released from the dam flows into the Narayanpur reservoir in the downstream for irrigation in Raichur, Yadgir and Kalaburagi districts in the Deccan region.
Bengaluru, British royals Prince Charles and Princess Camilla who are visiting India have undergone traditional wellness treatment at a private spa here this week, an official said on Saturday.
“Prince of Wales Charles and Duchess of Cornwall Camilla have undergone Ayurvedic wellness treatment at our spa Soukya,” a spokesperson said in a statement.
The Prince also celebrated his 71st birthday in the presence of his family and friends on November 14.
“The royals were at the spa for the sixth time for the wellness treatment, starting on November 11 with Princess Camilla and the Prince joining her on November 14,” Soukya said.
At Soukya, the royal couple underwent different ayurvedic, naturopathic and yoga treatments.

New Delhi, A recent study covering 13 towns across four countries — India, Bangladesh, Nepal and Pakistan — in the Hindu Kush Himalayan region shows the Himalayan towns are facing increased water insecurity in the wake of inadequate urban planning coupled with a rapidly changing climate.
The study — the first-of-its-kind on the Hindu Kush Himalayan — shows that the interlinkages of water availability, water supply systems, rapid urbanization, and consequent increase in water demand (both daily and seasonal) are leading to increasing water insecurity in towns.
This water insecurity is attributed to poor water governance, lack of urban planning, poor tourism management during peak season, and climate-related risks and challenges.
The study, published in the journal ‘Water Policy’, also shows that communities are coping through short-term strategies such as groundwater extraction, which is proving to be unsustainable.
The authors are Anjal Prakash and David Molden.
While Prakash is the Research Director and Adjunct Associate Professor with the Bharti Institute of Public Policy of the Indian School of Business in Hyderabad, Molden is the Director General with the International Centre for Integrated Mountain Development (ICIMOD), an intergovernmental organization based in Kathmandu in Nepal.

Damascus, (Samajweekly) The Syrian Foreign Ministry condemned the cutting off of water supply by Turkey in the northeastern province of Hasakah, state news agency SANA reported.
Cutting off the water in the Alouk water station in the northern countryside of Hasakah is a “crime against humanity,” the ministry said in a statement on Monday, Xinhua news agency reported.
The Turkish forces have cut off the water in Hasakah more than 16 times in the past few months, it noted.
The water has been cut off for over two weeks, affecting 1 million people in Hasakah, the ministry said.
The Britain-based Syrian Observatory for Human Rights watchdog has said Turkey cut off water in Hasakah as the Kurdish Autonomous Administration of North and East Syria, which controls much of Hasakah, had refused to feed electricity to areas controlled by the Turkey-backed rebels in the countryside of Hasakah.

New Delhi, The Supreme Court on Monday said that Delhi has become worse than “Narak” (hell) in the wake of deteriorating air quality, mounting garbage and unfit drinking water, and asked why should not the state administration be held accountable to compensate people.
A bench of Justice Arun Mishra and Justice Deepak Gupta queried from Chief Secretary Vijay Dev, present before the bench: “Are you serious about water and air pollution in Delhi… you have just 55 per cent capacity to handle waste, what about the remaining 45 per cent?”
As the Chief Secretary sought to explain that Delhi governance is an issue due to dual power centres, Justice Mishra retorted: “Do not blame others, and think you can get scot free. You are liable to compensate the people. How much money is coming to clean the Yamuna River, and where it is going… What is the status of water in Delhi. We are taking suo moto cognizance of people’s right to get pure drinking water.”
The top court observed that life is not cheap in India anymore, and what was given in Bhopal gas tragedy is nothing compared to what is given to victims in similar cases worldwide. “What is the value of life you assess? People are suffering from bronchial asthma, do you know how many cancer patients are in Delhi,” the court said, adding Delhi government’s top administrative officer has no right to be on his chair.

Karnataka seeks water release from Maharashtra reservoirs

Bengaluru, (Samajweekly) Karnataka has urged Maharashtra to release water from its reservoirs to Krishna and Bhima rivers to meet the drinking needs of its people in the state’s northern region, an official said on Saturday.
“Chief Minister B.S. Yedyiurappa has written to his Maharashtra counterpart Uddhav Thackeray to release 3 tmc (thousand million cubic) feet of water from Koyna and Warna reservoirs into Krishna river and 3 tmc from Ujjani dam to Bhima river that flow into Karnataka from the neighbouring state,” the official told IANS, citing the letter.
With the onset of summer, Bagalakot, Belagavi, Kalaburagi, Raichur, Vijayapura and Yadigiri districts face acute shortage of drinking water as they are in the country’s second most arid region in the Deccan Plateau after Rajasthan.
“Maharashtra has been generous to release water from its reservoirs to meet the drinking needs in our drought-prone northern districts,” recalled Yediyurappa in the letter.
As one of the largest dams in the neighbouring state’s south-west region, Koyana reservoir is located across its river at Mahabaleshwar in Satara district, while Warna dam is situated in the catchment areas of Sangli, Satara, Kolhapur and Ratnagiri districts.
Ujjani dam is located across Bhima, a tributary of Krishna river in Solapur district of Maharashtra.

Will oppose water diversion project in NGT, SC: Goa CM

Panaji, The Goa government will oppose attempts made by Karnataka to divert additional water from the Mhadei river basin at every appropriate forum, be it the National Green Tribunal or the Supreme Court, Chief Minister Pramod Sawant said on Sunday.
Speaking to reporters, a day before he is scheduled to lead an all-party delegation to meet Union Minister for Ministry of Environment and Forests Prakash Javadekar, Sawant also said, that he would urge the Union Minister to withdraw a letter written by his central ministry to a Karnataka government agency, giving nod to the Rs 841 crore Kalasa-Banduri dam project.
The project backed by the Karnataka government, envisages diversion of water from the Mhadei basin, to the deficit basin of the Malaprabha river also in Karnataka, ostensibly for drinking water purposes.
“We will oppose the issue of Mhadei river at every appropriate forum, whether it is the NGT or SC. We will express our opposition wherever needed,” Sawant told reporters here on the sidelines of a Raj Bhavan ceremony on Sunday.
With tourists missing, Goa lifeguards feed hungry stray dogs

Panaji, (Samajweekly) Packs of hungry dogs now roam Goa’s beaches, instead of throngs of eager tourists, ever since the state went into lockdown mode last month, following the COVID-19 pandemic.
With usual scraps of food like chicken bones, leftover grub from beach shacks and morsels thrown to them by holidaying tourists now non-existent, a local nightclub and teams of lifeguards have now taken to feeding the beach strays, especially along the most popular beach stretch from Sinquerim to Baga, which in normal course would see thousands of tourists frolicking everyday.
The prime stretch of beach is home to more than 200 stray dogs, who in absence of food and water, had turned aggressive.
“At the beach stretch between Baga to Sinquerim there are close to 200 dogs, often in packs of 10 to 12, who habitat near the areas where there is a high density of beach shacks. With no water or food coming their way, the dogs had grown aggressive and restless,” according to Ravi Shankar, Executive Director at Drishti Marine, a private beach management agency which runs lifeguard services on Goa’s beaches.
The drive to serve food to the hungry canines started last week, as part of the lifeguard agency’s #TeraMeraBeach outreach initiative.
“At all of our 38 lifeguard towers across the coast, we have created a water station for the strays. A large bowl of water which is constantly replenished with fresh water, offers respite from the harsh summer heat to the stray animals and birds,” Shankar told IANS.
Terrestrial life unlikely to contaminate Mars: Study

New York, (Samajweekly) Exploring Mars may not pose risk of contaminating the Martian ecosystems as the climate on the Red Planet is not suitable for terrestrial life as we know it, says a new study.
The findings, published in the journal Nature Astronomy, can help allay some planetary protection concerns even as humans plan to land on the Red Planet.
Modelling the atmosphere of Mars, the researchers found that due to the Red Planet’s low temperatures and extremely dry conditions, a droplet of liquid water on its surface would instantly freeze, boil or evaporate, unless the droplet had dissolved salts in it.
This brine would have a lower freezing temperature and would evaporate more slowly than pure liquid water. Salts are found across Mars, so brines could form there, said the study.
“Our team looked at specific regions on Mars — areas where liquid water temperature and accessibility limits could possibly allow known terrestrial organisms to replicate — to understand if they could be habitable,” said co-author of the study Alejandro Soto from Southwest Research Institute in the US.
“We used Martian climate information from both atmospheric models and spacecraft measurements. We developed a model to predict where, when and for how long brines are stable on the surface and shallow subsurface of Mars.”
The results indicate that stable brines on the Martian surface and its shallow subsurface (a few centimetres deep) are not habitable because their water activities and temperatures fall outside the known tolerances for terrestrial life.
“Even extreme life on Earth has its limits, and we found that brine formation from some salts can lead to liquid water over 40 per cent of the Martian surface but only seasonally, during 2 per cent of the Martian year,” Soto continued.
“This would preclude life as we know it.”

Mumbai, Actor Emraan Hashmi recalled the tough phase in his life when his young son fought cancer.
The actor recently shot for a Karamveer Special episode of “Kaun Banega Crorepati 11” with Founder and CEO of Cuddles Foundation, Purnota Dutta Bahl, who is considered as a messiah for poor kids suffering from cancer.
“I have been following Purnota’s work since many years because my son was diagnosed with cancer five years ago, and later my mother too became a victim of the disease. A family is emotionally devastated when somebody from that family is diagnosed with cancer,” said Emraan.
“My son Ayaan’s remission phase – during which the cancer might make a comeback – was a tough phase for us as we parents go through a lot of fear psychosis. The whole process is psychologically disturbing. While researching about the disease, I got to know that nutrition plays an important role in the treatment as the body needs a strong immune system while going through the treatment. Even after the medical treatment, we have to focus on follow-up care, which involves proper nutrition and the well-being of a person, which has been the focal point of Cuddle foundation.”

New Delhi, A Delhi court on Saturday dismissed an application by one of the convicts in the Nirbhaya rape-murder case, Vinay Sharma, seeking medical treatment and observed general anxiety and depression in a death-row convict were “obvious”.
“General anxiety and depression in case of a death-row convict are obvious. In the case at hand, evidently adequate medical treatment and psychological help have been provided to the convict,” Additional Sessions Judge Dharmendra Rana said.
Vinay, who along with three others, is scheduled to be hanged on March 3, allegedly attempted to hurt himself by hitting his head against a wall in jail earlier this week. He then filed a plea seeking better treatment for “mental illness, schizophrenia and head and arm injuries”.
Dismissing the plea, the court said, “It’s evident the convict is not only being provided regular medical care, but regular supportive therapy session is also being conducted by specialists.”
The jail authorities on Saturday submitted a CD (compact disc) containing CCTV footage of Vinay banging head against the wall. Vinay’s psychiatry report was also submitted to the court.

New Delhi, At least 37 people lost their lives in the worst mayhem that the capital witnessed in decades after a clash between CAA opponents and supporters turned violent on Sunday.
According to the officials, 34 people died in Guru Teg Bahadur Hospital in Dilshad Garden while three other deaths have been reported from Lok Nayak Jai Prakash Narayan Hospital.
At the LNJP hospital near Delhi Gate, while one person was brought dead, the remaining two succumbed to injuries during treatment.
“Nine patients have died at the GTB hospital during the treatment while twenty five riot victims were brought dead at the hospital,” Medical Superintendent Sunil Kumar said in a statement released by the hospital on Thursday evening.
Kumar also said that the hospital received and treated 215 riot victims since February 2. However now, only 51 patients are currently admitted and receiving treatment at various departments in the hospital.
About the post-mortem of the deceased, Kumar said “the post-mortem exams has been done for 8 more bodies, apart from 4 that was done earlier. All have been handed over to the attendants. Autopsy request for these had come from concerned IO (Investigating Officer).”

Amaravati, (Samajweekly) A 85-year-old woman has recovered from COVID-19 in Andhra Pradesh.
She was among the five persons discharged from a hospital in the Anantapur district late Tuesday after they fully recovered.
They were tested positive on April 5 and were undergoing treatment at the KIMS Saveera, the designated COVID-19 hospital in district headquarter, Anantapur.
Doctors said after the completion of the treatment, they twice conducted the COVID-19 tests on them as per the protocol. As the result of both the tests was negative, they were discharged.
The five persons were sent home in ambulances. Earlier, they all posed together with the victory symbol after coming out of the hospital. The octogenarian was brought out on a wheel-chair.
Doctors and other healthcare professionals clapped to greet all five, especially the older woman. They said she responded to the treatment like any other normal person.
The woman had contracted the infection from her son who died of COVID-19 early this month. Her grandson and three others who were serving the deceased were also affected.
Doctor Ravi Shankar of the KIMS Saveera Hospital, said in addition to the medication, the patients were provided nutritious food to improve their immunity.
With the discharge of five, the number of persons discharged in Anantapur district rose to seven.

Gandhinagar, (Samajweekly) Gujarat saw another 217 COVID-19 cases added on Thursday to its total, taking it to 2,624, the state with second highest number of positive cases after Maharashtra in the country.
Thursday also saw nine more people succumbing to the virus. But the day’s silver lining was in the recovery of positive patients, as 79 patients were discharged from various hospitals across the state.
A total of 79 positive patients of coronavirus, after treatment were discharged, the maximum number so far in the state. 45 persons where discharged from Ibrahim Bava ITI, which has been converted into Covid-19 care centre in Vadodara. 27 positive patients after treatment were discharged from hospitals in Ahmedabad. Also 5 positive patients after treatment got discharged from Anand and one each from Chhota Udaipur and Kheda. A total of 258 patients have been discharged from hospitals till date in Gujarat.
Meanwhile, Gujarat also registered a total of 2,624 positive cases of on Thursday as 217 more positive cases were added during the day.
Crossing the 1,600 mark, Ahmedabad continued to lead the state with maximum positive cases found on Thursday with 151 fresh positive cases and continued to contribute almost 60-65 per cent of the state’s total.

Beijing, (Samajweekly) Beijing confirmed six new domestically transmitted COVID-19 cases after the Chinese capital recorded its first domestic infected earlier in the week in almost two months, authorities said on Saturday.
Apart from the two confirmed cases who are both employees of the China Meat Food Research Center in Fengtai district and were reported earlier on Friday, another four cases were reported between 4 p.m. and midnight, Xinhua news agency reported.
An epidemiological investigation showed that all of the four newly confirmed cases had been to the Xinfadi Wholesale Market of Farm Products in Fengtai District, said Pang Xinghuo, deputy director of the Beijing Center for Disease Prevention and Control, at a press conference.
The first COVID-19 case was a 38-year-old local man, who purchased goods at Xinfadi wholesale market on May 30, June 5 and June 6.
After showing symptoms of fever, headache and numbness on June 9, he went to a fever clinic in Shijingshan district for treatment two days later and was confirmed as a mild case of COVID-19.
The second case was a 50-year-old male from the city of Baoding, Hebei province. He worked as a driver and a purchasing agent in the seafood market of Xinfadi where he also lived.
After showing symptoms of fever and cough on June 6, he sought treatment in Beijing Tiantan Hospital on Friday and was confirmed as a severe case of COVID-19.
The third case was a 35-year-old man, also from Baoding. He worked as a vendor in the seafood market of Xinfadi and also lived there. Showing fever symptoms on June 10, he went to Beijing Tiantan Hospital for treatment on Friday and was confirmed as a mild case of COVID-19.

Kuwait City, (Samajweekly) Kuwaiti Emir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah will leave for the US on Thursday to complete medical treatment following his recent surgery, state-media reported.
The Kuwaiti emir was admitted to a hospital on July 18 for a medical checkup and had a “successful” surgery a day later, the Kuwait News Agency quoted Minister of Amiri Diwan Sheikh Ali Jarrah Al-Sabah as saying on Wednesday.
Kuwaiti Crown Prince Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah will “temporarily carry out some of his duties”, Xinhua news agency reported citing KUNA as saying.
Last summer, the Emir was reported to have suffered a health “setback” while in Kuwait.
The following month, he was hospitalised for medical tests during a visit to the US.
Sheikh Sabah has been credited with shaping the Gulf nation’s foreign policy and spent decades as foreign minister before becoming emir in 2006.
Kuwait City,(Samajweekly) Kuwaiti Crown Prince Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah has sent a letter to US President Donald Trump thanking him for sending an American Air Force plane to transport Emir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah to Washington for treatment, a media report said.
In the letter, Sheikh Nawaf also said the gesture represented the solid ties between Kuwait and the US, the Gulf News reported on Saturday.
The 91-year-old Emir left Kuwait on Thursday to complete his medical treatment in the US.
Hewas admitted to a hospital on July 18 for a medical checkup and had a “successful” surgery a day later.
The reason for the surgery or what treatment the Emir is receiving in the US has not been disclosed.
Crown Prince Sheikh Nawaf, the Emir’s designated successor, was given some of the ruler’s constitutional duties, temporarily.
When the Emir is absent, under Kuwaiti law, the Crown Prince is appointed as acting ruler.
Sheikh Nawaf was sworn in as Crown Prince in 2006, after Sheikh Sabah was appointed Emir.
Last year, the Emir was reported to have suffered a health “setback” while in Kuwait.
The following month, he was hospitalised for medical tests during a visit to the US.

Geneva, (Samajweekly) Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization (WHO), said that he wants to see children returning to school and people going back to work, but at the same time, no country can just pretend that the global Covid-19 pandemic is over.
Addressing a virtual press conference in Geneva on Monday, he said that if countries are serious about opening up, they must be serious about suppressing transmission and saving lives, reports Xinhua news agency.
“Opening up without having control is a recipe for disaster,” Tedros said.
He stressed that there are four essential things that need to be done — prevent amplifying events; reduce deaths by protecting vulnerable groups; individuals must play their part; governments must take tailored actions to find, isolate, test and care for cases, and trace and quarantine contacts.
According to the WHO chief, decisions about how and when to allow gatherings of people must be taken with a risk-based approach and in the local context.
Meanwhile, a latest survey conducted by WHO among over 100 countries showed that 90 per cent of the nations have experienced disruption to their health services due to the ongoing pandemic.
In Monday’s conference, Tedros said that according to the survey, low- and middle-income countries have been the most affected.
“The survey shows that up to 70 per cent of services have been disrupted for essential services including routine immunization, diagnosis and treatment for non-communicable diseases, family planning and contraception, treatment for mental health disorders and cancer diagnosis and treatment.

New Delhi, A European Commission-funded project supported by the UN is calling for consumers to demand electronic and electrical products made with recycled plastic, and for manufacturers to redesign products to both improve recyclability and integrate recycled plastics in new products.
The call is made by PolyCE (for Post-Consumer High-tech Recycled Polymers for a Circular Economy), a multinational consortium led by Fraunhofer IZM and universities– UN University, Bonn; University of Ghent, Belgium; Technical University Berlin; and University ofNorthampton, Britain, civil society organisations (European Environmental Bureau), and numerous companies — including Philips and Whirlpool.
The 20 partners launching the two-year campaign are based or operate in nine countries: Belgium, The Netherlands, Italy, Germany, Austria, Spain, Finland, the US and Britain.
According to the Nordic Council of Ministers, plastics account for about 20 per cent of all materials in electronic and electrical equipment, most of it not designed for recovery and reuse.
The PolyCE consortium is launching a two-year campaign to raise awareness among consumers and manufacturers in order to change their attitudes towards recycled plastics and improve their market uptake.

Panaji, Three days before the Congress is scheduled to stage a dharna in the national capital over the Union Environment Ministry’s nod to Karnataka’s Kalasa-Banduri water diversion project, Goa Governor Satya Pal Malik met Prime Minister Narendra Modi and lobbied for the coastal state’s case in the inter-state dispute over the waters of Mhadei river.
A statement issued on Friday by the Goa government’s Information and Publicity department also said that Union Minister for Environment and Forests Prakash Javadekar also gave a telephonic assurance to Malik, assuring the latter of a favourable decision in a couple of days.
“Goa Governor Satya Pal Malik called on PM Narendra Modi during his visit to New Delhi and took up the issue of Mhadei water dispute especially the environmental clearance given to Kalasa-Banduri water project of Karnataka by the Ministry of Environment, Forest and Climate Change,” the official statement issued on Friday said.A

Hyderabad, (Samajweekly) Telangana’s prestigious Kaleshwaram project across Godavari river reached another key milestone on Friday with the water reaching Kondapochamma Sagar reservoir in Siddipet district.
Chief Minister K. Chandrashekhar Rao in the presence of Tridandi Chinna Jeeyar Swamy amid chanting of Vedic hymns switched on the pumps to inaugurate the reservoir, marking another milestone in the multi-stage Kaleshwaram Lift Irrigation Scheme (KLIS), described as an engineering marvel and the world’s biggest project of its kind.
With this Godavari water has reached the highest level (618 meters) and 229 km away from Laxmi Barrage at Medigadda, the starting point of KLIS, which is aimed at making Godavari a live river all through the year over a stretch of 274 km.
From Kondapochamma Sagar, which has a capacity of 15 TMC, water will be supplied through gravity to the hitherto arid lands, which had no irrigation water facility till date, officials said.
Before reaching Markuk to inaugurate the reservoir, the chief minister and his wife participated in Chandiyagam at Kondapochamma temple. They performed special pooja, participated in the Purnahuthi and received blessings from the Vedic scholars.
The reservoir has been named after the temple located on the borders of the united Medak, Warangal and Nalgonda districts.A There is Komuravelli Mallikarjuna (Mallanna) temple also in the vicinity. The chief minister named the biggest reservoir under the project as Malanna Sagar.

Patna, (Samajweekly) Torrential rain in the catchment areas of Bihar and Nepal has aggravated the flood situation in the state with almost all major rivers flowing above the danger mark.
Nearly 25 lakh people have been displaced in the state. Despite relief and rescue operations by the Bihar government people are in dire straits. Traffic has been affected in many areas.
According to a report by the water resources department on Tuesday, the water level of the Kosi, near Veerpur barrage, was at a dangerous level at 8 a.m. Similarly, the water level in the Gandak river has crossed the danger mark near Balmikinagar barrage.
Rivers such as the Bagmati, Budhi Gandak, Kamla Balan and Ganga are flowing above the danger mark in many areas.
People have left their homes and taken refuge in higher areas.
Disaster management secretary Ramchandra Dua said that in view of the increased water level of various rivers in Bihar, the disaster management department is constantly maintaining a vigil. As many as 765 panchayats in 93 blocks across 11 districts of Bihar have been affected by the surging waters.
As many as 29 relief camps have been set up in the flood-affected areas which house nearly 13,000 people, Ramachandra said.
He informed that 703 community kitchens are being run which feed 3,28,357 people every day.

Seoul, (Samajweekly) Major highways in Seoul were partly closed on Thursday, with the first flood alerts issued after nine years, as heavy rains have increased the water level of the Han river that flows through the South Korean capital city.
Several sections of the Dongbu Urban Expressway, Seoul Inner Loop, Olympic-daero and Gangbyeon Northern Highway have been closed to traffic due to the inner city river’s increased water level, reports Yonhap News Agency.
As heavy rains continued to batter the country’s metropolitan and central regions, authorities opened the floodgates of Soyang River Dam and Paldang Dam a day earlier.
Meanwhile, the water level over Jamsu Bridge reached a record high level of 11.3 metres , completely submerging it.
The previous highest point was 11.03 metres posted in the July monsoon in 2011, according to the Han River Flood Control Center.
A total of 11 of Seoul’s 25 wards, including Yongsan, Gangnam, Seocho and Mapo, are at risk of flooding because of the river’s swelling water level, according to authorities.
At least 16 people have been killed in rain-related incidents so far, while over 15 remained missing as of Thursday and more than 1,600 people were displaced from their homes.

Blacked-out at Puja carnival, recall Emergency: Bengal Guv

Kolkata, In a fresh flashpoint with West Bengal’s Mamata Banerjee government, Governor Jagdeep Dhankhar alleged on Tuesday that he was “totally blacked out” during the October 11 Durga Puja carnival here and called it “an unusual kind of censorship… reminiscent of the Emergency”.
Breaking his silence on the issue three days after the showpiece carnival where over 70 big ticket Durga puja organisers took part in the immersion procession on Indira Gandhi Sarani (erstwhile Red Road), Dhankhar said he was “deeply hurt” over the treatment meted out to him and slammed it as “uncultured”.
The Governor used strong language while not taking any names, but it was apparent that his target was the state government which hosted the event.
“What has hurt me, hurt my heart deeply is the treatment meted out to me. a I am deeply hurt and disturbed, the insult was not to me, insult was to the culture of West Bengal.
“For four hours and more I was there. And your first servant was totally blacked out! This is an unusual kind of censorship. How can you black out a person holding this position after inviting him? Someone told me it is reminiscent of the Emergency. It has taken me three days to recover from this injury to my hurt,” Dhnakhar said on the sidelines of a programme here.

Lucknow, Congress General Secretary Priyanka Gandhi Vadra has asked party leader Jitin Prasada to visit Sitapur and meet freedom fighter Shiv Narain Sharma, who was reportedly insulted by the Chief Medical Superintendent (CMS) of the Sitapur district Hospital a few days ago.
According to Sharma, the CMS misbehaved with him when he had gone to the hospital for treatment.
“It’s highly condemnable that in the Yogi government the 95-year-old freedom fighter is denied treatment and insulted. What else you can hope from this government,” Prasada said.
The Congress is taking up the issue strongly and has asked workers to meet the freedom fighter and his family. The issue has taken centre stage with many social organisations protesting and some people going on the fast in protest.
Earlier, Priyanka Gandhi had written a letter to the Chief Minister demanding justice for a girl who was found dead in her hostel room. The girl’s family has expressed unhappiness with the police probe.
The Congress has also targeted the Yogi government on the issue of alleged killing of some Brahmins in the state. The party under the Brahmin Chetna Parishad has met Brahmin victims, and Prasada is also going to meet the family of slain Hindu Mahasabha leader Kamlesh Tiwari.
